Public Involvement Plan
The Public Involvement Plan was developed at the beginning of the 2040 Plan update to serve as a roadmap for engaging the public in the update process. It describes the tools and techniques proposed to be utilized to reach stakeholders, underserved, and the general public.
Public Involvement Technical Memorandum (4MB PDF)
The Public Involvement Technical Memorandum documents the public involvement activities conducted during the Plan update, the outreach to the business community and transit dependent population, Environmental Justice, communication and distribution tools, public meetings, and the results of the public participation process.
Data Compilation, Review, and Development (3MB PDF)
The Data Compilation Report summarizes the data compilation effort and reviews the socioeconomic composition, and existing transportation characteristics of Miami-Dade County, in preparation for the Miami-Dade 2040 Long-Range Transportation Plan Update (2040 LRTP). The County’s transportation network performance is impacted by the growth and transformation of population, households, and employment. It is important to assess the County’s socioeconomic data projections to develop an understanding of the region’s evolving travel patterns. Growth in population and employment underscores the need for a wide selection of transportation options and helps identify how and where transportation investments should be leveraged over the next 30 years.

Financial Resources and Analysis (1MB PDF)
The Financial Resources Review is a key component of the overall LRTP, as it provides a review of the financial resources that are projected to be available to the County through 2040. The identification of these resources are used to prioritize future highway and transit investments in a ‘constrained’ scenario which is limited to existing and reasonably likely funding sources. In addition, the review addresses potential new funding sources which could be used to fund additional transportation investments in an ‘unconstrained’ scenario. It is important to note, that some of the revenues identified in this review have already been programmed by their respective agencies, and thus these funds are not available to be prioritized by the MPO for use on identified transportation needs in the County.
Efficient Transportation Decision Making (ETDM) Report (1MB PDF)
The Efficient Transportation Decision Making (EDTM) Report summarizes the ETDM process and its application to the Miami-Dade 2040 Long Range Transportation Plan (LRTP). The ETDM process is used by the State to review transportation projects for consideration of any environmental impacts when the project reaches the planning phase. The State of Florida implemented the ETDM process to screen transportation projects for potential environmental effects in the Planning Phase. The ETDM process is fully consistent with the streamlining objectives of Moving Ahead for Progress in the 21st Century Act (MAP-21) and links the Planning and Project Development and Engineering (PD&E) phases of a project and facilitates early and on-going communication among stakeholders for environmental consideration.
Congestion Management Process Update Technical Report
The Congestion Management Process Update Technical Report documents the update to the 2009 Miami-Dade Congestion Management Process (CMP), which described in detail Miami-Dade MPO’s CMP and executive mechanism, identified congested spots and corridors, and identified strategies for these hotspots and corridors. In this 2014 CMP update, all the 2009 CMP components were re-evaluated and updated. Congestion management strategies were developed for the identified hotspots and congested corridors and funding sources were identified for implementing these strategies.
2040 Regional Transportation Plan (1MB PDF)
The Southeast Florida 2040 Regional Transportation Plan (RTP) is scheduled to be completed in April 2015. This document will be updated on this website after approval by the Southeast Florida Transportation Council (SEFTC). The information currently posted is the Regional Coordination Chapter of the Miami-Dade 2040 Long Range Transportation Plan.
Directional Trip Distribution Report (10MB PDF)
The Directional Trip Distribution Report describes the computer program developed and assumptions used to produce directional trip distribution from a Traffic Analysis Zone (TAZ) and present the results. The computer program was designed to provide a summary of the daily vehicle trips to the eight cardinal directions for each of the 1,506 internal TAZs within the Miami-Dade urban area. This summary generated by the program provides an estimate of travel by direction for each individual zone using the sketch planning techniques.

Revenue and Cost Tables (167K PDF)
The Revenue and Cost tables provide a summary of plan revenues and costs by mode (in dollars and percent) by revenue source, facility type, and priority period.
